Dialing Code Changes in Russia

On December 1, 2005, Moscow changed its city dialing code to 495 (it used to be 095) in order to conform with the telecom standards of Europe. In addition, all other prefixes in Russia that formerly began with 0 will now begin with a 4. So if you're dialing friends or businesses in Russia and can't get through--you may need to update your phone book.
