Didn't Get Your Old Documents Back with Your New Passport?

When you send in your passport for renewal, or when you send in other identification documents with your passport application, you expect to get your documents back. It used to be that the U.S. government would send all documents (new passport and old passport/identification documents) back to you in one mailing. This procedure has changed. If your new passport is the only document that appears in the initial mailing from the U.S. Department of State, don't panic. Information about your new travel document has been supplied with this mailing and it indicates that your new passport and your old passport/identification documents will arrive in separate mailings. Your other documents should arrive in a few days. You may receive up to three mailings if you have also applied for a passport card.

I have seen this posted on several travel sites but never with an explanation. What could they possibly be doing with my expired passport once they already renewed it and sent me the new one? Sounds like another case of gov’t waste. Send it in the same mailing.
